Dubai unveiled an ambitious master plan on Tuesday that aims to preserve its rich heritage and transform transportation, real estate, and education over the next ten years.

Sheikh Hamdan bin Mohammed, the Crown Prince of Dubai, the Deputy Prime Minister, and the Minister of Defense, unveiled the main plan. The Executive Council of Dubai, chaired by Sheikh Hamdan, approved a set of measures intended to support the long-term growth of the emirate.

The actions are a part of the larger Dubai Plan 2033 and Dubai Social Agenda 33, which together seek to make the emirate a popular place to live, study, and invest worldwide.

Investing in education

According to Sheikh Hamdan, the goal of the Education Strategy 2033 is to give educators and students the resources they need to raise academic standards and cultivate the next generation of leaders for the country.

“Today, we approved the Education Strategy 2033 under the Dubai Social Agenda 33, targeting a significant shift in our education system,” Sheikh Hamdan said, in remarks shared by Dubai Media Office.

“Under the guidance of Sheikh Mohammed bin Rashid, [Vice President and Ruler of Dubai], Dubai has developed a unique, pioneering global model, and we are now building a more advanced education system in line with this model.

“This strategy is an investment in Dubai’s future, empowering the next generation with essential skills. We have directed the Knowledge and Human Development Authority to place students at the heart of the new system to equip them with skills to lead and shape the future.”

Future planning will cover everything from early childhood to higher education. Early career counseling will be given top priority, and efforts will be made to put UAE students in a strong position to compete for admission to the top universities in the country and around the world.

The plan will offer students a variety of options, including vocational schools with international accreditation. Teachers, parents, and administrators of schools and universities were consulted during its development.

Real estate rise

The Real Estate Strategy 2033 aims to double the real estate sector’s contribution to economic diversification and help Dubai achieve its goal of increasing real estate transactions to Dh1 trillion ($227.2 billion) by 2033.

“The strategy also boosts Emirati competitiveness and promotes home ownership to enhance family stability,” Sheikh Hamdan said.

The goal is to double the value of Dubai’s real estate portfolios by 20 times, to Dh20 billion, and increase real estate transactions by 70%.

The goal of the Real Estate Strategy 2033 is to increase Dubai’s GDP by Dh73 billion, draw in more foreign investment, and strengthen the city’s standing as a major international financial center.

By 2033, several initiatives will be implemented to improve the standard of development, increase transparency, use data to improve market forecasting, incorporate artificial intelligence into the industry, centralize data, and provide high-quality assets.

“The aim is to attract investment as well as improve the buying and selling experience. In addition, the strategy prioritizes sustainability and the development of balanced, cohesive communities, aiming to raise homeownership rates to 33 percent,” Dubai Media Office said.

Going cashless

The Dubai Cashless Strategy was also unveiled, to rank the Emirate among the world’s top five cashless cities by 2033.

“The strategy will increase digital transactions across all sectors, contributing AED8 billion to the economy and ensuring that 100% of businesses in Dubai accept digital payments,” Dubai Media Office said.

Suspended transport systems

Dubai’s Smart Mobility Strategy will be centered around the Suspended Transport Systems Project. Dubai plans to connect Umm Suqeim Street, Al Khor, and Zabeel with a newly approved 65-kilometer system by 2030, automating 25% of all trips.

By 2030, 26% of all trips in Dubai will involve public transportation because of the new program. Furthermore, the Dubai Media Office stated that it will be integrated with other forms of transportation to facilitate people’s efficient and sustainable movement throughout the emirate.

Dubai National Archives

The Mohammed bin Rashid Library will be in charge of the Dubai National Archives Project, which aims to preserve Dubai’s history and legacy. Preserving Dubai’s history and cultural heritage for future generations, it will entail recording and conserving the emirate’s official documents, accomplishments, and historical narrative.
