Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai’s Crown Prince and Chairman of The Executive Council, has approved the master plan for the Jebel Ali Beach Development Project.
The 6.6-kilometer beach is planned to become a recreational destination with an emphasis on environmental preservation.
“As part of the Dubai 2040 Master Plan’s goal to develop and expand the emirate’s public beaches by 400 percent, we have approved the master plan and designs for the Jebel Ali Beach Development Project. The unique project spans 6.6 kilometers and covers a total area of 330 hectares. Dubai is committed to implementing pioneering projects that enhance quality of life and strengthen the city’s position as the world’s best place to live and work in,” Sheikh Hamdan said via X (formerly known as Twitter).

The development is part of a larger initiative to improve Dubai’s urban experiences, led by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
The project’s goal is to create a unique recreational destination with a strong emphasis on environmental preservation and the protection of local ecosystems and wildlife.
The Jebel Ali Beach Development Project is part of a larger master plan to develop public beaches throughout the Emirate.
This plan aims to increase the total length of beaches by 400 percent, through the construction of new public beaches and the improvement of existing ones.
These beaches will be outfitted with new recreational, sporting, aesthetic, and investment facilities to the vision outlined in the Dubai 2040 Master Plan.
New Dubai beach project to prioritize environmental conservation, recreation
“An open beach for the public and a site of global environmental importance, the Jebel Ali Beach Development Project is the first of its kind in the UAE. It is located within the Jebel Ali Wildlife Sanctuary, listed under the Ramsar Convention on Wetlands of International Importance,” Mattar Al Tayer, Commissioner General for Infrastructure, Urban Planning, and Well-Being Pillar said.
“The project aims to create a unique, attractive recreational beachfront with a strong emphasis on protecting the environment and supporting the emirate’s sustainability and eco-tourism goals. The beach’s development will ensure the preservation and enhancement of ecosystems and wildlife at the site, including enhancing turtle habitats and planting mangrove trees, which will contribute to blue carbon footprint growth and provide an open beach with minimal impact on ecological and biological systems,” he added.

Two separate areas are included in the development plan: a 1.6-kilometer mangrove beach that Dubai Municipality will develop and a 5-kilometer sandy beach that Nakheel will develop.

A 2.5-kilometer diving sports area, a 2-kilometer open swimmable beach, and a walkway with viewing platforms that blend in with the surroundings are some of the development’s standout features.
In addition, the beach will have kid-friendly play zones, sports areas, and marine activity areas, as well as recreational and service areas for beachgoers of all ages.
The project’s development of the infrastructure is essential.
An integrated infrastructure consisting of a two-lane road in each direction, 1,000 parking spaces, 80 bicycle racks, a cycling track, and a 5-kilometer running track will link the beach.

Al Tayer claims that the beach development is thoughtfully split into three different areas, each of which offers a distinctive experience:
- The Pearl: Located on the right side near the entrance of Palm Jebel Ali, this area will serve as a center for beach and recreational activities. It will feature a “lively family beach, sports activities, a swimming pool, kids play zones, a beach club with a pool and private beach for a fee, several restaurants, cafes, shops, and a floating restaurant in a unique location,” he said.
- The Sanctuary: This area is designed as a haven for turtles and natural habitats. “This area places the highest priority on environmental conservation and houses recreational and sports activities that enhance safe environmental exploration,” Al Tayer said.
- The Nest: Situated within the mangrove area, the Nest will offer a recreational educational destination featuring a mix of educational initiatives and environmental conservation. “It includes an environmental centre for studies and awareness of biodiversity, turtle rehabilitation, and care programmes, and opportunities for visitors to learn about and help preserve the coastal ecosystem,” he explained.
“The architectural design of the buildings and facilities of the Jebel Ali Beach Development Project is inspired by a mix of natural geometry, drawing from shapes found in marine nature such as coral and turtle shells, as well as the Boho Style, which uses elements and materials available locally.
“The buildings resemble the natural dunescape. The project offers several investment opportunities, such as restaurants, leisure centers, and commercial kiosks, to ensure maximum comfort for beachgoers and meet their various needs,” Al Tayer said.
Contracts for the development of Al Mamzar and Jumeirah 1 Beaches, totaling 5.7 kilometers (4.3 kilometers at Al Mamzar Beach and 1.4 kilometers at Jumeirah 1 Beach), were recently awarded by the Supreme Committee for Urban Planning and Quality of Life.
With the help of this project, these beaches will be transformed into some of the most cutting-edge and alluring in the world.
The first-ever 200-meter floating bridge connecting the two sides of Al Mamzar Beach, which is the first of its kind in the emirate, an 11-kilometer cycling and jogging track surrounded by trees, and the first-ever 24/7 night-swimmable beach in Deira are just a few of the innovative features that the Al Mamzar and Jumeirah 1 beach developments will introduce.
Numerous public health and service amenities, such as shower rooms, restrooms, and changing rooms created by best worldwide practices, will be included in these developments.
The project will also include ten spaces for recreational activities, children’s play areas, beach and physical sports, and barbecue areas. There will be about 1,400 parking spots available for cars and buses, with special areas set aside for recharging environmentally friendly cars.
The beaches will have cutting-edge technology services and systems installed, in keeping with Dubai’s dedication to technological innovation.
These include state-of-the-art lockers, electronic screens, Wi-Fi internet access, and beach rescue services that employ cutting-edge artificial intelligence technology.
To guarantee the highest standards of beachgoer safety, enhanced beach monitoring will be put into place through the use of more than 100 contemporary cameras that are connected to central control rooms in the Dubai Municipality and Dubai Police.
The comprehensive Dubai beach development plan aims to achieve several key objectives
- 100 percent development of beaches
- 400% rise in service quality on public beaches
- The length of beaches that are suitable for swimming at night has increased by 56% or 450 meters
- Cycling paths along the beaches have been extended by 285 percent or 15.15 kilometers
- a 125 percent increase in jogging track length, or an additional 11 kilometers
- Apart from that, the plan complies with international best practices and the Dubai Code for an Accessible Environment by providing services and facilities for people who are determined.
It is noteworthy that there are currently eight public beaches in Dubai: Jebel Ali Beach, Umm Suqeim 1, Umm Suqeim 2, Jumeirah 1, Jumeirah 2, Jumeirah 3, Al Mamzar Beach, and Al Mamzar Corniche. These beaches have all earned the coveted Blue Flag designation, which is given to public beaches that fulfill strict requirements across the world.
These requirements include meeting standards for five years in a row in areas like public safety, services, environmental management, education, and marine water quality.
