E-scooters have become a common sight throughout the UAE, particularly in Abu Dhabi and Dubai. Their popularity can be attributed to several factors: affordability, portability, and convenience for short-distance travel, particularly for those without access to a car.

However, it is crucial to recognize that e-scooters, like any other mode of transportation, can pose significant risks if basic safety regulations are not followed. Neglecting these regulations can lead to serious accidents and injuries.

To address this concern, Abu Dhabi has implemented regulations governing the usage of bicycles and electric bikes. These measures aim to ensure the safety of e-scooter riders, pedestrians, and motorists alike. By adhering to these regulations, we can create a safer environment for all road users.

In conclusion, while e-scooters offer numerous advantages, it is essential to prioritize safety and adhere to traffic regulations. By doing so, we can enjoy the benefits of e-scooters while minimizing the potential risks they may pose.

Which type of e-scooters are allowed in Abu Dhabi?

In 2023, the Integrated Transport Centre (ITC) of the Department of Municipalities and Transport in Abu Dhabi issued an advisory outlining the specific requirements for legally using scooters and bikes in the city. To ensure compliance, the following regulations must be met:

          1. Vehicle Height: The height of the scooter or bike should not exceed 165 centimeters.
          2. Weight Limit: E-scooters must weigh 35 kilograms or less to be considered within the legal parameters.
          3. Width Restriction: The width of the scooter should not exceed 70 centimeters.

These guidelines have been put in place to maintain safety and order on the roads of Abu Dhabi. By adhering to these regulations, scooters and bike riders can contribute to a harmonious and efficient transportation system in the city.

Which e-scooters are not allowed in Abu Dhabi?

According to the Integrated Transport Centre (ITC), the use of two specific types of e-scooters is not permitted within the emirate:

          1. Seated e-scooters.
            2. Electric bikes equipped with engines operating at 700 watts or higher.

ITC categorizes these two e-scooter models as not falling under the classification of ‘light vehicles’.

Where to ride an e-scooter in Abu Dhabi?

E-scooters in the emirate are restricted to specific areas designated by the ITC. These designated areas include:

          • Internal roads with speed limits below 40 kmph.
          • Lanes and sidewalks that are shared by pedestrians and cyclists. These shared lanes are typically marked with signboards or road signs.
          • Bike lanes that are exclusively designated for cyclists and e-scooter riders.
          • In the absence of a bike lane, e-scooter riders are permitted to ride on the far right side of the internal road.

These regulations ensure the safe and appropriate use of e-scooters within the emirate. By adhering to these guidelines, riders can enjoy their e-scooter experience while minimizing potential risks to themselves and others.

Do not ride e-scooters in these three areas:

          1. Bicycles and e-scooters are not permitted on highways with a speed limit exceeding 60 kmph.
          2. It is strictly prohibited to ride bicycles and electric scooters on public roads and highways.
          3. Avoid riding on pedestrian lanes at all times.

The speed limit for e-scooters in Abu Dhabi

The maximum speed for electric scooters and bicycles is 20 km/h.

8 traffic rules for e-scooter riders in Abu Dhabi

According to the ITC, e-scooters must adhere to the following traffic rules:

          1. Prioritize pedestrians and maintain a safe distance from them.
          2. Follow traffic laws, signs, and markings.
          3. Ride in the same direction as the traffic flow, not against it.
          4. If available, use designated tracks for biking.
          5. In the absence of cycling tracks, ride on the right side of roads with a speed limit of 60 kmph or lower.
          6. Park e-scooters in designated areas without obstructing the movement of vehicles or pedestrians.
          7. When the alarm lever ‘stop’ is activated on school buses, stop at least 5 meters away from them.
          8. Only one rider is permitted on the e-scooter.

Safety guidelines for e-scooter riders in Abu Dhabi

To enhance safety and ensure a smooth riding experience, it is crucial to follow these guidelines:

          1. Utilize a bell to effectively notify those around you of your presence.
          2. Enhance your visibility, particularly during nighttime rides, by donning reflective clothing or a high-visibility vest.
          3. Refrain from using dual headsets while riding to maintain focus and awareness of your surroundings.
          4. Exercise caution and avoid riding in inclement weather conditions and poorly lit areas.
          5. Prioritize your safety by wearing a protective helmet at all times.
          6. To maintain stability and control, avoid carrying heavy loads while riding.
          7. Signal your intentions by using appropriate hand signals to indicate changes in direction.
          8. Avoid sudden stops, as they can be hazardous to both you and other riders.
          9. Stay vigilant and be mindful of potential obstacles that may arise during your ride.

In addition to adhering to these safety guidelines, e-scooters need to be equipped with specific lighting features. These include a white headlight, a red night light or reflector, and a red rear light that should be securely attached to the handlebars. These lighting elements contribute to increased visibility, ensuring that you are easily spotted by other road users, especially during low-light conditions.

By following these safety measures and ensuring that your e-scooter is equipped with the necessary lighting features, you can enjoy a secure and enjoyable riding experience.

Dh200 to Dh500 fines for e-scooter traffic violations in Abu Dhabi:

According to the Abu Dhabi Police, penalties imposed on e-scooter riders can range from Dh200 to Dh500, depending on the nature of the violation.

To ensure safety and compliance with regulations, it is imperative to refrain from riding on unauthorized roads and areas. This includes main roads that are primarily designated for vehicles, as well as walking and running tracks. By adhering to these guidelines, we can maintain a secure environment for all road users.

          Dh200 fine for these violations

          – Riding on the main road.

          – Riding against the direction of traffic flow or ignoring traffic signs is strictly prohibited.

          – Reducing speed at pedestrian crossings and dismounting from the bicycle or e-scooter when crossing is important.

          – Avoid riding in an unsafe manner during adverse weather conditions.

          – Riding while holding on to another moving vehicle is strictly prohibited.

          – Do not ride bicycles and electric scooters on running and walking tracks or in areas without dedicated bicycle lanes.

          – Avoid carrying heavy materials that disrupt the balance of the vehicle.

          – Employing a siren that significantly disrupts and inconveniences other motorists and pedestrians.

Can you take an e-scooter onto a bus?

If you are traveling on an e-scooter in Abu Dhabi and wish to also ride a public bus, you have the option to bring your e-scooter with you. However, it is important to fold it up and store it in a designated area.

ITC offers a unique public bus service, known as Service 73, which allows commuters to bring their bicycles and e-scooters on board.

This service operates between Al Reem Island and Al Hudairyat Island, making stops at significant landmarks in Abu Dhabi City. These landmarks include Bab Al Nojoom Camp, the Khalifa Bin Zayed Al Nahyan Foundation, the Zayed Educational Complex, and Marsana Beach.

By providing this convenient option, ITC aims to enhance the commuting experience for individuals who rely on e-scooters as a means of transportation.
