The scheme, known as Involuntary Loss of Employment (ILOE), was implemented on January 1, 2023, and offers a safety net for employees who lose their job for reasons beyond their control. This includes situations such as company downsizing or closure.

ILOE provides financial security to those who find themselves unexpectedly unemployed until they are able to secure a new job. It’s important to note that disciplinary action or resignation is not covered under this scheme.

To subscribe to ILOE, you have a variety of options available to you. You can easily sign up online, or visit one of the many money exchange houses, kiosks, or service centers located throughout the UAE. 1. Direct channels – ILOE website and app

To apply for the unemployment insurance scheme, simply access the ILOE portal or download the ILOE mobile application, available for both Apple and Android devices. The process is straightforward and free of charge and can be completed in just a few clicks.

Other Channels

Dubai Insurance has partnered with several private entities to offer the service of signing up for ILOE. It is important to note that these channels may incur additional service charges upon subscription, as stated on the ILOE website.

2. Exchange centers

At present, the ILOE insurance can be conveniently subscribed to and paid for through Al Ansari Exchange. To avail of this service, simply visit any of their branches and follow the easy steps outlined below:

  1. Present your Emirates ID for verification purposes.
    2. Provide your mobile number for contact purposes.
    3. Request for the ILOE insurance form.
    4. Select your preferred policy period, which can be either one or two years.
    5. Choose your payment option from the available choices of monthly, quarterly, semi-annual, or annual.

Once you have completed the payment process, you will be officially enrolled in the scheme and receive a receipt as proof of your payment.

3. Kiosks

To find a kiosk near you, simply search for an ‘MBME Pay’ or ‘uPay’ kiosk on your phone’s online map application.

4. Bank mobile applications 

Currently, individuals have the option to enroll in the unemployment insurance program via the C3Pay app and card. C3Pay is a product provided by Edenred, a WPS (Wage Protection System) agent authorized by the Central Bank of the UAE.

If you possess a C3Pay account or card, you can easily subscribe to the ILOE insurance plan through the mobile application, known as the ‘C3Pay’ app. This app is accessible on both Apple and Android devices.

5. Tawjeeh and Tasheel Centres

To enroll in the ILOE scheme, you have the option to subscribe at a Tawjeeh or Tasheel service center. These centers are managed by the Ministry of Human Resources and Emiritisation (MOHRE) and offer a range of labor-related services to both employees and employers in the private sector.

To register for the scheme, you will need to provide your Emirates ID and mobile number at the center. This will ensure that you receive timely updates and notifications regarding your employment status.

Can employers sign up workers for the Unemployment Insurance scheme?

Employers now have the opportunity to enroll their employees in the latest unemployment insurance scheme. However, it is important to note that an employer can only sign up their employees for the insurance policy if there is a mutual agreement between both parties. How much does the Unemployment Insurance Scheme cost?

The Ministry of Human Resources and Emiratisation (MOHRE) has outlined the compensation policy for insurance coverage. The compensation is calculated on a monthly basis, equivalent to 60% of the employee’s basic salary. In the event of unemployment, the compensation salary is provided for a maximum of three months from the date of termination.

Fine for failing to subscribe

Failure to subscribe to the scheme after the deadline has elapsed will result in a penalty of Dh400. It is imperative to adhere to the subscription deadline to avoid incurring any additional charges. Please ensure that you subscribe to the scheme before the deadline to avoid any inconvenience.

Fine for missing installments

In the event that you do not make timely payments for your insurance premiums in accordance with the selected payment frequency, your insurance certificate will be canceled and a penalty of Dh200 will be levied. It is imperative that you adhere to the payment schedule to avoid any disruptions in your coverage. Please ensure that you make your payments on time to avoid any unnecessary penalties or inconveniences.
