H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defense, and Chairman of the Executive Council of Dubai, approved a number of plans and policies aimed at making Dubai one of the most attractive, livable, and healthful cities on earth.
The Public Parks and Greenery Strategy, the Aviation Talent 33 initiative, the policy to Expand and Promote Affordable Schools, the Sports Sector Strategic Plan 2033, the Establishment of the Financial Restructuring and Insolvency Court, and the expansion of Early Detection Healthcare Services are among the initiatives that were approved during a meeting of the Executive Council of Dubai held as part of the UAE Annual Government Meetings 2025. These initiatives align with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, and Ruler of Dubai.
The UAE Annual Government Meetings have improved federal-local integration and shaped the future of the country, according to H.H. Sheikh Hamdan.
Presiding over The Executive Council’s meeting, Sheikh Hamdan said: “Guided by H.H. Sheikh Mohammed bin Rashid’s vision, we are building an integrated city that combines urban development and nature, elevates health and quality of life, champions achievement and efficiency, and empowers future generations to succeed. Ensuring Dubai remains the best and most beautiful city is a comprehensive process underpinned by the Dubai Plan 2033 and its economic and social agendas, which integrate economic and social growth to ensure happy and healthy individuals, families, and communities.”
H.H. Sheikh Hamdan said: “Dubai is the best and most beautiful city in the world, and we want it to remain the most advanced, attractive and sustainable, setting the global standard for future cities that balance human wellbeing and urban resilience.”
Speaking on the aviation industry, His Highness said: “Dubai has one of the world’s largest aviation sectors and continues to reinforce its status as a globally competitive centre for this industry.”
Meanwhile on education, he commented: “Human capital development is a priority in Dubai and we aim to position the city among the world’s top 10 for education quality.”
On the sports sector, H.H. Sheikh Hamdan said: “Sport has become a fully-fledged industry and a promising field of investment in Dubai. Our youth are motivated to represent the UAE at global sporting events, and with them in mind, we are developing sporting opportunities for the next generation through a strategic plan for Dubai’s sports sector.”
Sheikh Hamdan also emphasised that Dubai has become an international financial centre, with regulatory flexibility and robust legal frameworks elevating its leadership.
He added: “Protecting individual health is key to safeguarding society and represents an investment in the future. The Executive Council’s approval of the project to expand early detection services reinforces Dubai’s global leadership in preventative healthcare.”
The Second Deputy Ruler of Dubai, H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, was present during the meeting.
The Executive Council adopted the AED 18.3 billion Public Parks and Greenery Strategy in accordance with His Highness Sheikh Mohammed bin Rashid Al Maktoum’s orders. Over 800 projects are included in the strategy, including 310 new parks, 322 current parks that will be improved, 120 new open spaces, more than 70 road rights-of-way, and 14 technology initiatives. By 2040, it hopes to increase park visits to 95 million annually in Dubai, triple the number of trees, create 187 square kilometers of green space (11 square meters per person), and irrigate with 100% recycled water. The initiative also encourages healthy living, with the goal of having 80% of Dubai’s population live within a ten-minute bike ride of a district park and a five-minute walk of their neighborhood park.
The Aviation Talent 33 program, which aims to strengthen Dubai’s status as the global aviation capital, was also authorized by the Executive Council during the meeting. The program will guarantee that Dubai has the technology leadership, expertise, and future preparation to provide top-notch operations at Dubai’s airports, particularly Al Maktoum International Airport. Emiratization in leadership and operational positions, more than 15,000 job opportunities, more than 4,000 training and skill development opportunities, and the formation of more than 30 strategic alliances with aviation firms as part of the Aviation Talent 33 network are among the main goals. Additionally, this project advances the larger goal of doubling Dubai’s GDP, luring AED 650 billion in investment, and employing 65,000 Emiratis in the private sector.
The initiative’s strategic direction, policy alignment, and approval of relevant investments and projects will be managed by a steering committee made up of aviation industry experts.
In accordance with the Dubai Education Strategy 2033, the Executive Council approved the Policy to Expand and Promote Affordable High-Quality Schools to support Dubai’s goals of being among the top ten cities in the world for educational quality.
By 2033, the initiative hopes to bring in about 60 new, reasonably priced schools, adding about 120,000 more seats. Incentives to lower government fees, such as lower site leasing costs, are also included to entice investors to build new, reasonably priced private schools.
The Dubai Sports Council’s Sports Sector Strategic Plan 2033, which aspires to establish Dubai as the world’s premier sports hub, was also approved by the Council. Its main goals are to draw international events, assist sports teams, nurture talent, and promote sports participation among the general population. The strategy, which serves all of society but particularly young people and determined individuals, consists of 19 programs and 75 initiatives in 17 priority sports.
In order to provide timely justice, the Council also approved the creation of the Financial Restructuring and Insolvency Court Project, which will focus on financial reorganization and bankruptcy applications and cases. Through restructuring, debt payback, and company continuity without sacrificing fairness, the project seeks to draw in investment, help traders and businesses settle their obligations, prevent asset liquidation, and safeguard creditor rights. It seeks to establish Dubai as one of the top three financial hubs in the world.
The project to increase Early Detection Healthcare Services for Emirati citizens was also approved by the Council. Its goal is to lower chronic diseases, which now account for 52% of deaths, and assist Dubai rank among the top ten cities for healthy life expectancy. The project aims to achieve over 90% patient satisfaction with early detection services, reduce early detection appointment waiting times to seven days or less, increase early detection for colon cancer by forty percent, and increase immunization services by fifty percent.
